They are sprinting to rub a proverbial magic lamp, release its genie, and have their technological wishes granted. And, why not? AI seems likely to be the ultimate dual-use technology and its military potential is obvious—not only will sophisticated AI enable its masters to create new weapon systems, but our already powerful weapons will be made more powerful by the incorporation of AI. But, like many fairy tales involving mysterious power, our characters are enamored of the benefits, while failing to appreciate important ethical and legal complexities.
